I make a paste out of dog biscuits. I use small biscuits and put them through a coffee grinder and then make up a paste by mixing the grounds with boiling water and a sachet of gelatine. The biscuit powder doesn't hold together too well without the gelatine. Unfortunately, floaters are out of the question in my local carp water, the duck population sees to that.
