How big does a syndicate have to be before it becomes a club? Is an 'exclusive' club with limited numbers and a waiting list anymore acceptable than a syndicate? Is a club that restricts membership to those who live in a certain demigraphic area really just another syndicate?

A syndicate to me is just a small club with members who are prepared to put their hands in their pockets and pay substantial amounts of money to buy the rights to fish a particular water because they think its worth it. Where's the problem in that?
