I'm no water engineer but Is there no way that the water controls can be locked when it's set? Even if the wheel valves (or whatever they are) just have padlocks on them to make it harder for idiots to tamper with them?

Or were the water controls locked but forcibly tampered with?

A bunch of us once secured a former Victorian hospital dam complex hoping to turn it into a private fishery. The process of application took forever and even managed to overcome some objections from locals (antis/historians/jobsworth's) and looked forward to making a go of it.

A few weeks later we got the news that we'd be allowed to 'adopt' the dams and so we went down to do some fencing work and took our tackle with us too - only to discover criminals had poisoned the water with diesel killing all forms of life.

Why are people so destructive and why do people meddle with things that they have no right too.

A vey good question and one that psychiatrists have been trying to investigate and answer for generations . . . . sadly, the answers have eluded such eminent persons as Freud; Krauthammer; Jung and many others for a very long time indeed!
