I fear the fact that "Angling" has no live link may speak volumes.

Alan,
If you go to their toolbar & click on "activities" there is an angling section with links to the EA for license purposes and also to waterscape. That said it's little more tha a set of rules with more don'ts than do's.
There is a junior angling competition in the activities section:

Junior fishing match and family BBQ
20 August 2011 to 20 August 2011

Fishing match for under-16s on the Aylesbury Arm of the Grand Union Canal. Organised by Tring Anglers.

Prizes for all entrants and cup and prize for the winner.

11am-4pm. Match takes place 11.30am-3.30pm, locks 9-10, no entry after match has started. Barbeque lunch served at 1pm.
