How strange, I've just been reading an article by Dick Walker from November 1969 complaining about the very same thing. In it he states "Whether these legislative changes that we need will ever be made, I don't know. It seems to me unlikely."

How right he was even some 42 years later.

This may mean that politicians won't be able to refill their duck ponds or moats.
I saw a guy power washing his conifers, I know they get dusty but....
Then there is the buisness of washing the roads. Not far from me a lot of soil is being shifted so it ends up with mud on the road, the tankers/street cleaners fill up with mains water to clear the mud. This then ends up down the drains. Why can't they recycle this water and re use it?
