Perhaps a strange one but does anyone tie rigs using size 12 hooks?
All the specialist ones seem to be tied for size 6!
Thing is a lot of fisheries only allow a size 12 at the largest, so what's to do?

Depends on the size of the Carp but typically I dont go below an 8 if I am specifically after them.

That said there is no reason you cant tie any rig with a smaller hook, you just scale down everything else accordingly to keep it balanced.

...It seems a bit of a strange rule....

I presume you mean hair rigs? You can tie hair rigs on a size 12. You can buy them with the rubber bands attached for pellets.
If you want to tie your own to comply with the rules, hooks seem larger nowadays and I suggest you have a look at various packets in the tackle shop and pick a wide gape variety. If it is one of those size 12 hooks that look a little large for the number12 sizing just keep the packet handy to show as proof.

You will probably need to have a lighter action rod though.
