From what I've seen so far, it does look as if the EA is heading in the right direction, though the devil will be in the detail. For example, I'd be happy to be able to take a couple of sub-4lb zander home. At that size, they've bred once or twice and there are plenty of them around. Or maybe a perch under 1lb.
