I don't know where in Wales your lake is, but maybe by contacting a local club in advance they would actually help you out, even with applying for the paperwork, if the fish are going to be free. If it's South Wales drop me a mail an I will put you in contact with Newport AA and Glamorgan Anglers. I'm sure they would be interested depending on timescales.
