Sliding bands

Anyone know of a good way to hold these in place? Rather than electrical tape? I was wondering if an o ring of sorts that fit snugly on the cork would act Almost like a lock ring?

Or if anyone has any other ideas?

Two pieces of cycle inner tube (or one longer section) slid over the cork.

I used inner tube on my old original J.W. Avon Quiver rod as I kept having my reel fall off because the reel fitting was a bit loose.
