Please help

I had a few hours yesterday fishing a local commercial. There was literally loads of carp cruising along the surface.
The problem is they have a strict no surface baits ban so could someone please give me some ideas.????

98% of the time carp on the surface in warm weather are not feeding, so generally its a waste of time trying. You're more likely to catch on on the deck....

As long as the water is not super deep, I would consider a zig setup, perhaps 18 inches below the surface.

Could try a Zig rig. As Peter said. Whilst float fishing yesterday i noticed the angler on the next peg was using dog biscuits but it wasn't until the biscuit got waterlogged and sank a few feet that the Carp were taking it. For this reason i think a Zig will work better.
