Powys County Council are inviting views from anglers who fish between Glasbury and Hay. The council are engaged in a process designed to 'help regulate' the unlawful canoe activity on this stretch of river, which is where both the popular Warren fishery and Llanthomas fishery are located.

There is no Public Right of Navigation here, the PRN starts at Hay bridge and goes down to the sea. This is well documented. The canoe lobby just ignore this, spreading disinformation about 'unclear' laws (though only unclear to them) and it's an infectious attitude. However the Council also admits to a legal responsibility not to interfere with the fisheries downstream of the Glasbury launching area, which to most anglers means (at least) a severe reduction in the existing canoe traffic between Glasbury and Hay.

Please click on the link to the Powys website and hit the survey-monkey link at the bottom of that page to let Powys CC know what you think. I would suggest policing and enforcement of the Code of Conduct to be high on your list, plus anything which involves money and/or reducing traffic; it's just not fair that anglers pay for licence fees and day tickets only to have their legal fishing disturbed by day-tripping canoe customers of companies who pay nothing towards the stretch and make vast profits at all our expense. Then there's the environment and ecology, the fact this stretch is a SSSI and a SAC etc etc...

Powys says: "We are now inviting more detailed responses in relation to each of the options. A full list of the options, information about the consultation and a survey for response can be found on the Council website at: Powys County Council - Upper Glas-y-Bont Survey
As we have not been able to release the consultation page and survey until later than originally intended, the deadline for response has been extended to Sunday 17th February."

I'll get it done Geoff, is this a first where a local council is looking at the problem with canoes?

Yes it is. The survey is comprised of loaded questions from start to finish. It assumes that paddling is going to continue and this is just a tick-box exercise. A couple of hundred (or even a dozen) survey fillers pointing this out might educate them.
