Fishing shallow (between 3 foot and 18inches) would be my first option, especilly if your quarry is roach and skimmers. Feeding is crucial though when fishing this method. Feed very little bait every 30 seconds or so and judge how the fish react to decide whether to feed more or less.
My second option would be a small groundbait feeder approach.
