Dodging dozen caught fishing without a licence

A dozen rod licence dodgers were ordered to pay over ?1,700 in fines and costs at courts in south Wales last week in prosecutions brought by Environment Agency Wales. They had been fishing without a licence, an offence under Section 27(a) of the Salmon and Freshwater Fisheries Act 1975. A full annual licence to fish for non-migratory trout, char, freshwater fish (coarse fish) and eels costs ?24. A day licence is just ?3.25.


At Abergavenny Magistrates Court on 25 July 2006


Lee Booth of Broadmead Park, Liswerry, Newport pleaded guilty by post to fishing without a licence at Morgan's Pond, Newport on 3 April 2006, for which he was fined ?75 and ordered to pay ?35 in costs.


Richard Cook of Castle Farm, Castle Road, Llangynydir, Brecon pleaded guilty by post to fishing without a licence at Ravensnest, Chepstow on 6 April 2006, for which he was fined ?75 with costs of ?35.


Tom Davies of Forest Hill,Gilwern, Monmouth pleaded guilty by post to fishing without a licence at Ravensnest, Chepstow on 6 April 2006, for which he was fined ?100 with ?70 costs.


Richard Haines of The Hawthorns, Cardiff pleaded guilty by post to fishing without a licence at Peterstone Lakes, Newport on 3 April 2006, for which he was fined ?100 with ?70 costs.


Stephen Martin of Llangranog Road, Llanishen, Cardiff pleaded guilty by post to fishing without a licence at Peterstone lakes, Newport on 3 April 2006, for which he was fined ?75 with ?35 costs.


Michael Newman of St.Giles Mount, Pontefract, West Yorkshire pleaded guilty by post to fishing without a licence at Peterstone Lakes, Newport on 3 April 2006, for which he was fined ?100 with ?70 costs.


David Simmons of Greenmeadow, Cwmbran pleaded guilty by post to fishing without a licence at Woodstock Pool, Newport on 3 April 2006, for which he was fined ?100 with ?70 costs.

Carl Wannell of Broad Mead Park, Newport was seen fishing without a licence at Morgan's Pond, Newport on 3 April 2006. He was found guilty in his absence and was fined ?100 and ordered to pay ?70 in costs.


Russell Williams of The Walk, New Inn, Pontypool, Gwent was seen fishing without a licence at Peterstone Lakes, Newport on 7 April 2006. He pleaded guilty by post and was fined ?100 with ?70 costs.


At Cardiff Magistrates Court on 26 July 2006


Angelina Wilson and Kristian Hammond both of Bishop Hannon Drive, Fairwater, Cardiff had been seen fishing at Hendre Pond, St Mellons, Cardiff on 7 April 2006. They were found guilty in their absence and were each fined ?24 and ordered to each pay ?50 in costs.


Following the cases an Agency spokesperson commented: 'The income from rod licence sales is re-invested in improvements to fisheries. Those who seek to avoid paying for a licence are depriving their fellow anglers of this much-needed income. Our enforcement officers will continue to carry out checks, and we will prosecute offenders as necessary. '
