SALTER STANDS WITH ECHO ON KHV AT WHITEHALL

Thanks to the involvement of Martin Salter MP, ECHO is leading the way in preventing the disintegration of the UK?s recreational fisheries and related industries, calling upon government agencies to exercise tighter controls on live fish movements, both in this country and from abroad, to prevent the spread of serious disease.

Increased national and international movements of carp into and around the UK from KHV compromised sources, whether or not labelled as ?vaccinated?, has caused the marked rise in large scale carp mortalities in UK fisheries during the window of compatible temperatures experienced this Summer.

At ECHO?s request, Martin Salter called a meeting on 22nd Sept at Defra. The government agencies met with representatives from ornamental, fisheries and angling stakeholder groups, to discuss measures to contain, control and prevent the spread of KHV across the UK.

There was a consensus that the process of notification for KHV would be complete by the end of 2006, together with a clear protocol for all legal fish movements both on a national level and in relation to imports of fish from other countries. It was agreed that any notification status without such protocols would be ineffective.

Defra?s position from 2007 will enable the Fish Health Inspectorates to investigate outbreaks of KHV, identifying them to industry so that trade can be organised around high risk sites.

For its part, Defra called upon industry to develop Codes of Practice in 3 stakeholder groups: fish farmers/dealers, fishery owners & anglers, to provide a framework for self-policing to enable industry to trade on the basis of health assurances, leaving the government to focus investigations on outbreaks.

ECHO welcomes this regulatory reform as a positive step forward in the fight against KHV, however ECHO?s position must be that until such time that the new regulations are fully implemented, the UK should instigate emergency measures under EU legislation, for control movements of live carp and continues to work closely with Martin Salter MP with this stance in mind.
