Just picked up the following from an e-mailed copy of a reort of 'Central Council for Physical Recreation, CCPR-Water Recreation Meeting, London Wednesday 6 June 2007'

"There was to be another Ten Minute Rule Bill ? ?Public Access to Inland Waters Bill 2007?, listed for 29 June 2007".

Back to the starting blocks, although in view of the Downing Street latest pronouncement they could be wasting their time...again

It's where an MP just gets to speak for up to 10 mins to promote a particular cause, they rarely get any further in the parliamentary process.

These Bills are introduced under Standing Order Number 23.

All Members Bills? 10 minutes maximum and speeches are subject to a 5-minute question and comment period.

Typically, a member is quite satisfied by the publicity his 'bill' achieves as these are usualy debated right after question Time, this being a popular time as both the members benches and the press gallery is usually well attended.

The 10 minutes period also allows for an opposer to voice his concerns and opposition - hopefully Mr. Salter will be on hand to undertake to oppose this attention-seeking and midsguided bill!
