I work for a tour operator. Our rules stated that under no circumstances may live maggots or other live bait be carried. I'm pretty sure that will be the case with other airlines.

Tell your mate to start taking the worming tablets, available at most good pet shops, supermarkets and vets.
Could he get away with freezing them? No longer live bait!

Freeze them?.

If he is flying British Airways he will be ok, they are all worms so his bait should get on the plane unnoticed.
