Don't fish for Carp myself so don't know if theres anything going on at the minute. But keep an eye on the following web site as it gives fishng reports for the mullingar area. The shannon regional fisheries board web site is good for keeping track of whats going on in the area.
Yes there are a few carp spots around Mullingar. Ballinafid, about 6 miles out of Mullingar has had fish to 17lbs out this month. There are a couple of 20`s in it but a bit tricky to get hold of.

if your not an experienced angler stay clear of ballinafid and stick to galmoylestown.
This is the tiem of the year when galmoylestown fishes its head off,for the next month or so.
