i saw some using a carp rig that was basically a straight rig using a inline lead and a long piece of rig tubing with his braided hook link. what is this rig?

Probly just an safeinlinerig.

if the line snaps the inline weight pulls back up the line and off along with the rig tubing leaving just the hook and line on the fish.

a simple and safebut effective presentation.

inlineweights can alsobe fixed so that although it looks inline the mainline or leadcoretucks in and around the inline weight but does infact dump the weight on a big take/struggle from a fish.

The long piece of rig tubing helps to prevent the fishes scales being lifted by the line. The hooklength is usually tied to a swivel which fits inside the inline lead. If the mainline breaks the swivel can then be pulled out of the lead by the fish. You must, of course, make sure that you use the right size swivel so that it doesn't jam inside the lead, the most common ones being a size 8 or 10.
