When a recreational sea angling licence was introduced in Portugal the cost for me was €170 for three years.
When the government was asked where the money was to be spent we were told that it was to subsidise the commercial fishermen on the days when they caught no fish

We were told that recreational anglers were seen as being directly responsible for the lack of fish, therefore they must compensate the commercials when they didn't catch any
As far as the EU is concerned recreational angling doesn't exist except when they want it to.
