A definite clash of ministerial interests going on here; what with the Energy Minister Ed Davey wanting to install flow restricting hydropower schemes and the Environment Secretary Owen Paterson wanting to avoid flooding.

Over here all the rivers have some sort of weir every few kilometers where old water mills used to be situated and there are large dams every thirty or forty kilometers. My local rivers never flood and don't suffer drought like the ones back home used to. The Vienne is the same length of the Severn and in my area is about 100 metres across yet the high and low levels are only around one meter apart.
Quite a few of the old mill races have been converted to provide hydro power.
