Need pellet waggler help

I was using a pellet waggler today, with 8mm pellets on a bait band. The carp were all on the surface and going crazy for the pellets I was throwing out for them. The problem was every time I cast/fed they took every pellet apart from the one on the hook. Also tried the pellet straight on the hook to see if it was the bait band making them wary but same thing happened. Any idea what could have been the issue?

What depth were you fishing it?
How big was the hooklength? Thickness? Line visibility?

Did you try pulling the float towards you to create a surface distubance and then allow the pellet to sink through the free offerings? - that can induce a take often!

I varied the depth between about a foot to 3 feet. I would say the line was visable, I could see it on the surface before the pellet sank so that could be it. I did try moving the float around to.
