A few questions arise from the article which was in some parts unclear:
Have EA tested the fish to be culled to confirm they have an infection/virus? Have they approved the fish-kill? Is the 'culler' approved by the EA? Have the RSPCA approved this destruction of (as yet unproven) healthy fish?

Is there an ATr/FishLegal response to this?

The guy from Aquatic Solutions who stated they had a Level 2 parasite wasn't asked that question but gave the impression they had.
And as such they couldn't be relocated to another water because of it.
He went on to say the EA had agreed this was the only realistic option of destruction.
He did describe how they would be euthanised, which was to stun and injected with a large dose of anaesthetic, as cats and dogs are when they are put to sleep.
