mullet

i was in weymouth today and in the habour and swanery there was a huge shoal of mullet, criusing around on the top. there was also 4 - 5 carp wich were 15lb+. having never fished in the sea what sort of tackle is required to fish for them? and is there a ticket you need to buy, as i think i once heard it is free to fish in the sea.

Weymouth harbour is free but the carp were in the lake above the harbour as they would not have been able to tolerate the salinity of the harbour.
