New Size Limits for Bass

For years I've wondered why an international commercial fishing ban of 1-3 years hasn't been implemented. Trawler owners could be compensated and the public would merely go without fish for a while. 1-3 years would, surely, see our seas wonderfully replenished, wouldn't it? I'm told cod breed like rats given the chance. Fish-related businesses would be compensated but the benefits would far outweigh this expenditure, wouldn't it?
