Rob in global manmade disaster term it is small beer, but it’s happening here and if not rectified it will as the sea keeps taking chunks out of it (a 70 acres site) continue to happen for the next 30 years. Why the ATr and marine conservation are having problems get it sorted is a bit of mystery to me. There is a duty of care for closed landfills under the landfill regulations by the owners of the site to make sure they don’t cause pollution down the line. This regulation has been there for over 25 years and is known as the “cradle to the grave and beyond scenario” You can’t just fill a hole with **** and walk away from it with no liability for it. Nor can you just sell the land to a third party and the liability for it dies. The new owner has to take on the liability for it, even though they didn’t create the problem, in perpetuity.
The enforcement for making sure the pollution problems are sorted out are the EA under the landfill regs and by way of using the Control of Pollution Act if the owner won’t play ball.
So why are both ATr and MC having problems getting this sorted?

Why the current Brazilian pollution isn't headlines in every newspaper and TV news programme I don't know - it's utterly horrendous. If you're of a nervous disposition - don't research it: it's too horrific for words.
