This problem might well be the least obvious but most deadly threat to our oceans and the life within them.

Following on; a thought from - the Japs have discovered a natural occurring bacteria that eats plastic. Why not a microscopic capsule one half filled with the bacteria, the other half filled with water and a soluble membrane in the middle that dissolved over a 6 month period. Molded into the bottom of a plastic bag, plastic disposable razor, anything disposable, the bacteria would break through the membrane, eat the capsule, then eat the rest of it. They could be mass produced for pennies I would have thought.
Would it solve the problem?

A few days ago I watched a chicken pecking a piece of polystyrene and actually consuming it! Doesn't bode well for the eventual diner, does it?
