It's likely that the low starch, high gluten of wheat gluten flour is important to the recipe. It's likely to give a certain density/firmness coupled with elasticity. I'm sure you could use bog standard wheat flour, but you'll not have those properties to the same extent. The resultant paste won't have the consistency and won't stay on the hook as well.

it could be a strong plain flour ( bread flour ) or possibly semolina both have a high gluten content

Yep, sounds like it wants the gluten for structure, in which case type 00 or bread flour would do the job.

Be aware that some of the fishes might be gluten intolerant !:rolleyes::wh

Wheat gluten may be available in health food stores and off the web. Paste never lasts on the hook after any longish cast in my experience!:)

For what it's worth Magicone I have made up some paste and have some drilled pasta shells ready to go . I plan to use them tomorrow so will see how good they are! I will not hold my breath :)
