I have a variety of feeder rods with various strengths of tip from 3/4 oz to 3oz and I generally use the lightest/softest and only use the heaviest/stiffest when on a river( rare) or lake with a strong tow. I will use a heavier /stiffer tip if casting any distance with a heavier feeder whether method, maggot, pellet, banjo or open end.

In the AT a reviewer suggested he always used the heaviest and stiffest tip he had particularly using a method feeder so that the fish hooked themselves!

Who is right and why?:)

There's no right or wrong. In most cases ( especially method/pellet feeders) the fish generally hook themselves on the weight of the feeder not the tip of the rod.
The tip on the rod is more for indication.

A short hooklink and a semi fixed method feeder will hook the fish, the feeder tip is superfluous. I suppose a stiff tip wouldn't show liners so well and that might be a bonus.
