Bass on mackerel

I read in Sea Angler magazine to try a mackerel head for bass.

1) What size of hook shoild I use?
2) How should I put the bait on the hook?
3) What rig should I use?

We often use a mackeral head for bait for bass off the Sussex coast, in shallowish water less than 70 feet. Fished on a trace of about 6feet of 50lb line on a running leger. Tend to use a 4'o' hook. To hook the bait, shut the mouth then hook through both jaws. This stops any twisting in the current. I've tried pennel rigs and pike style trebles but have had snagging problems and excessive twisting on the bait.
Heads are effective but if possible I'll use a whole fillet, as this catches bass and other 'decent' fish too. If coz of crabs pout bream etc I have to use a head, it is very selective. The only frequent catches are bass and conger.
