What is this 'weed'

Tried to fish the River Ock (small Thames tributary near Abingdon) but found vast swathes of it choked completely with a certain weed. It had stems that seemed lily like and you wouldn't trust your tackle in it but the leaves/pads were shaped like arrowheads. There seemed to be so many of these that a lot were stuck up in the air as well as lying on the surface.

Totally impossible to fish and I have to confess I've no idea what this pest is. Any ideas anyone?

Didn't know he wanted to find it Alan, he already has plenty, it identifys what appears to be his description!!!
As for the location it's in the bottom left hand corner of the second field from the left;)
