Suitability of waters 4 carp

What are the main considerations when looking for a water to introduce carp to? How would someone who has little know-how and no equipment judge a waters suitability? Take the scenario where an area with lots of water has NO carp but the fish are available to stock a water with a view to developing it as a carp/mixed coarse fishery???????

Dr Bruno Broughton(?) does a lot of fishery consultancy, as do Rob Hughes/Simon Crow (I believe). Wont be cheap, but then neither will your investment.
If it was me, i'd look for a mature gravel pit 15 acres+, with lots (but not too much) weed (preferably canadian type rather than silkweed type), lots of overhanging marginal cover to which 20-30 carp had been added 20 years ago, but never fished for. let me know if you find it!!
