How long is a piece of string? Can you be more specific Darren? What tactics are allowed (I assume it's a stillwater put and take fishery otherwise trout are now out of season) What have you actually tried?

If you can see the fish it can see you, so your approach needs to be right - keep down and don't let him see you. Your best bet would be a small dry fly or something just sub-surface. If you don't fly fish then the only thought I can offer with a worm would be to inject one with air so it sinks very slowly, fish it free-line if possible.

If you don`t fly fish try this set up Worm rod,f/s reel 6lb line small bubble float with a leader to attach the fly(fly fishing with normal tackle).
Go on give it a go you have nothing to lose.
