Is there any schemes to provide angling coaching qualifications that don't require you to be a professional or semi-professional?

I know the PAA run their courses but you have to have a sponsoring club or fishery and a plan to use your qualification professionally.

Is their any 'amateur' schemes that anyone knows of?
