Fine action pump drill

I read an article by Matt Hayes in this months IYCF on pellet fishing.
He recomends using a fine action pump
drill for hair rigging, I have not heard of one of these,none of my local tackle shops have them,and I have searched through lots of tackle shops on the net, no one seems to list them.
I would be very much obliged if anyone
can tell me where to obtain one

Hinders sell the same drill... Probably more expensive..

Do you have one of those small black and decker electric screwdrivers?
If you do then you can buy a small diameter pilot drill with hexagon end which just fits in the end. I use it to drill dog biscuits and hard pellets, because you do not need to push hard to make the hole I have found that not many crack or split. The screwdriver rotates at a slow enough speed for you not to drill your fingers or thumbs also.
