What's the best hook length?

I'm a new starter to Carping and am getting to know the ins and outs of rigs etc but wonder what's the best type of hook length to buy... Please throw a few names at me or something please guys...

What sort of waters will you be fishing, Silty bottom, Gravel etc? What baits will you be using, Boilies, Pop ups etc?
