when is a rod a rod?

hi guys, hyperthetical question here, but spod and marker rods have been talked about a lot on here...so....when is a rod a rod?....with regards to lake rules or EA licences...some venus dont even like you having more than 2 rods set up "ready to fish" even if you are even only fishing a pair.
Has anyone ever been challenged for fishing 2 "rod and hook" set ups PLUS using a spod or marker rod at the same time?...by either a venue bailiff or EA bailiff?....just wondering...lol..

we managed to get that rule overturned a couple of years ago on a club water. i guess its open to interpretation, but i think that they would have a hard time legally proving you could catch a fish on a spod/marker float.






(has been known for people to leave out a baited marker float the few spoiling it for the many)
