Fishing in weed

One of my local waters is a disused rectangular reserviour about 300 yds x 200yds, with and average depth of 12' is now totaly weeded up. The weed almost reaches the surface in some areas.
The water contains lots of fish between 15 and 20 lbs, good for the N/east.
The main tactic is to fish the marginal shelf sitting on the rods and hold hard when a fish takes.
Fish are now hard to take by this method night or day
They are also now reluctant to take a floater fished out into the water.
I have tried PVA bagging and laying baits on the weed, but after leaving hooks in a couple because they got weeded up I gave up.Was using 15 lbs soft steel and 2.75 test curve rod.
From climbing the trees there seems to be no clear areas out into the water.
Any suggestions

wait till the weed dies back-less natural food, and theres no point fishing if you cant land them
