The suggestion from the angler was that we get a private company in to empty the bins every fortnight or so. (bins with lift up lids so the foxes can't get in them).
He was gabbling away about it for a looooong time, and hardly stopping to draw breath. I could have cheerfully punched his stupid face in.
The only way is for half a dozen "dedicated" bailiffs to sit out in relays for a month, and catch the louts leaving/throwing litter about. And then ban them for life. And give it loads of publicity when they are banned!!
