I dont know about Florida, but concrete tires around the coast might be a good thing.

I think Florida has 140+ artificial reefs using old car tyres and other assorted junk. The fish don't care, they create habitat out of it same as they do with the ship wrecks off our coast. It's habitat the trawlers can't fish either. Well worth doing and several people have been advocating this for years. I'm all for it - there's bu6ger all there now so it's not likely to screw anything up, the damage has already been done.
Not if a proper risk assessment is made and those alterations to tidal regimes and flows are positive, judiciously placed they could help prevent coastal erosion for example.The injudicious placement of sub sea structures can, and does cause alterations to tidal regimes and flows.
Take a look at what has happened to the sea, and the aquatic life, around The Palm in Dubai and the Pearl in Qatar.
You simply cannot indiscriminately submerge "old car tyres and concrete bits on the sea bed" and expect anything other than a disaster.

He's a politician, what did you expect?The man clearly has little or no idea of what is required, environmentally or otherwise, and is simply playing gesture politics in order to conjure-up more sound bites for campaign purposes.
