Many clubs have perverse rules either in their entirety or individually. One club water which doesn’t have pike prohibits fishing for them. Another had so many they just stated « No Fishing ».

On a serious note no amount of rules prevent the morons from flouting them. An IQ test would be a start and probably solve most issues. It would at least reduce the numbers of Kappa/ jogger/ trainer wearing carp enthusiasts. :devilish::rolleyes:

Offering, without being asked or told , for regulation, bureaucracy and interference by non anglers and petty bureaucrats , is utter foolishness akin to jumping in the pool just because you are already wet. PC, time and motion, regulation and the b word( bureaucracy ) suck the lifeblood out of most activities. They remove the pleasure of simple activities and the pursuit of a profession. An angling proficiency test would achieve FA on a positive scale and ring the death knell of our sport. More than likely, like the EA licence ,it would be ignored.
