I'm sure you're right, Ray...which doesn't mean it doesn't go on because it does.
Unless anybody is daft enough to rock up with a tip rod and feeder, provided there's a float on the line you're not ledgering. To my mind the rule is pretty well unenforceable.
Do they still have to kill every fish ? Surely not ?
